“Not a business but business-like”:
The evolution and direction of public service reform in the UK
The main questions with which the presentation will be concerned are:
• What have been the principal characteristics of the different manifestations of public service reform agendas?
• In what ways have the discourses of reform evolved over time?
• In what ways have these reform agendas found expression in public policy over time?
