Approval and Re-approval

The University adopts a risk based approach to Academic Partnerships. The University’s processes for the Approval and Re-approval of Academic Partnerships have been designed to reflect the level of risk of the different types of Academic Partnerships. They ensure that its procedures are proportionate and appropriate and enable due consideration to be given according to the level of risk.

Liaison Tutors and Internal Verifiers
The University appoints and trains academic staff to undertake specific duties in relation to assuring the quality and standards of its Collaborative Programmes.
Following the approval of category F provision, a number of academic staff will be appointed to support the delivery of Academic Partnerships. The University provides for a number of different roles to support the Academic Partnerships, depending on the nature of that partnership.
The roles are as follows:
- Academic Liaison Tutor
- Internal Verifier
The University acknowledges however, that on occasions, depending on the nature of the Academic Partnerships, it may be necessary to bring in additional staff to support the delivery of specific specialised Collaborative Programmes, in the form of a subject-expert verifier or Partnership Liaison Tutor, where that expertise is not available through staff on permanent contracts of employment or where additional support may be required – please refer to Section 2.3 of Chapter 5 of the Quality Management Handbook for further details.
Training and Development are provided for new Liaison Tutors and Verifiers.
Academic Liaison tutors work closely with our Collaborative Partners on a day-to-day basis to ensure the smooth running of programmes delivered collaboratively.
The Liaison Tutor is appointed by the head of the hosting (supporting) University department for each programme delivered within a Category ‘F’ franchise (or validation) arrangement.
The Liaison tutor will focus on the support of the academic aspects of the partnership and will work very closely with Faculty Partnership Officers who will co-ordinate and manage all other day-to-day aspects of the partnership, including administrative processes and student support.
Academic Liaison tutors are expected to visit partner organisations on a regular basis and serve as ‘critical friends’ to programme leaders and delivery teams, providing academic advice and support on matters such as:
- Academic decisions regarding admission to a particular programme;
- Curriculum development, teaching and learning, assessment and moderation;
- The provision of student academic support and the production of student support materials including student handbooks;
- How the quality monitoring requirements of the University may interface with local quality assurance mechanisms for programme reporting, student consultation and feedback;
- The production of programme-level Annual Monitoring reports (AMR);
- The provision and development of learning resources;
- Scholarly activity and staff development to support delivery of the provision.
In addition, Academic Liaison tutors will routinely monitor the academic aspects of provision against the Collaborative Delivery Plan that was approved at delivery approval and advise the Faculty and University on any variations – most notably, changes to teaching staff – that may affect the quality or standards of the provision.
They will also ensure that communication with the University’s academic, management and support services are operating effectively and that students have access to the University’s learning and student services, library, Students’ Union, campus and Virtual Learning Environment (VLE). The Academic Liaison Tutor will contribute to the Annual Monitoring Report.
Internal verifiers confirm that appropriate academic standards are being maintained through the completion of an annual report for which the following template is provided.
An Internal Verifier is appointed by the Dean of the responsible Faculty to obtain ‘direct’ evidence for the University of the quality and standards of each programme or award delivered by a partner organisation under a Category ‘F’ arrangement. As part of their role, they will communicate as necessary with the Liaison tutor, Faculty Partnership Officer, Academic Partnerships and Head of Academic Quality, as well as with other contributing service areas of the University and will liaise with the relevant external examiner(s).
Internal Verifiers are expected to visit partners on at least two occasions per year and to attend meetings of the relevant assessment board and meet with staff, external examiners and student representatives.
They are responsible for the Annual Monitoring Report. Annual Monitoring Reports should adequately and accurately reflect the health of the programme and identify fully and appropriately issues that need to be addressed by the partner and/or the University. As part of that process, they are responsible for ensuring that:
- The curriculum is being delivered as specified in the validated programme specification; and the subject content of the programme is appropriate for the award;
- Teaching and learning practices are appropriate to the subject, level and student numbers;
- Assessment and moderation procedures are as agreed at validation, and the standard of submitted work is commensurate with the award/level of credit being considered;
- Learning resources are as agreed at validation and are appropriate to both the level of programme being delivered as well as to student numbers;
- The profile and quality of teaching staff remain appropriate to delivery of the provision and staff development needs are being identified and met;
- Local quality mechanisms are operating appropriately to assure and enhance the quality and standards of education provided by the partner organisation.
